Sam Nunn was our Senator from Georgia, 1972 to 1996 and a respectable cut above what this state often sends to Washington. His tenure with the Senate Armed Services Committee gave him good insights into how policy is crafted, for better or for worse.
I'm not a premium subscriber to FORA so cannot summarize his hour-long speech.
My guess is that these talking points were underscored repeatedly.
I miss Sam Nunn. He is an intelligent man, who was prone to thoughtful argument in governance, and who tended not to engage in mindless "talking points" based on ideology. His absence from our legislature is a serious loss.
