The Saudi government says that it and other Arab nations feel that Baghdad isn't secure enough for embassies to be opened.
Now, is that an indictment of Saint Pet's Surge or just a back-handed way of saying they don't trust Maliki's security forces - utterly penetrated by pro-Iran ally Hakim's Badr Brigade - any further than they could spit?
Whichever, it means Rice is empty-handed from her Middle East trip and Iraq's Shiite government still goes without an important sign of reconcilliation with the wider Sunni Arab world.
